The 7th issue of the EU Copernicus Ocean State Report (OSR), September 2023, is available, providing a comprehensive analysis of the state, variability, and changes in the global ocean. Funded by the European Union and coordinated by Mercator Ocean International, this flagship report features contributions from over 80 experts across 30 institutions in 14 countries. It offers insights for scientists, decision-makers, members of the blue economy, and the general public.
Pierre Bahurel, Director General of Mercator Ocean International, emphasized the ocean’s dual response to human activities and natural variations. The report, which uses ocean data, forecasts, and visual tools, underscores the need for greater protection as the ocean continues to face significant challenges.
The OSR 7 is a critical resource for understanding global ocean health and the urgent actions needed to safeguard it.
Ocean change is the ocean’s reaction to human-activities as well the variations it undergoes naturally; it is a concept we at Mercator Ocean International work to describe through, for example, ocean data and forecasts, visualisation tools, and in-depth analysis. The Ocean State Report is an annual publication and is one of the many tools we develop to tell this story of ocean change, which this year reveals an ocean in flux and in need of protection.

The report serves as a compendium of 13 peer-reviewed studies encompassing a spectrum of topics, exploring oceanic variations, trends, and offering innovative tools with socioeconomic applications for Europe and the globe at large, with contributions to the Blue (physical) and Green (biogeochemical and biological) Ocean.
The OSR7 is a testament to international collaboration, with more than 80 participants from over 30 institutions spanning 14 countries making significant contributions. This diversity of expertise and experience enriches the report’s insights and perspectives.
